If I am British and live abroad can I be a UK resident?

Residency if you live outside the United Kingdom

If you hold a British passport and have UK residency this status will not change because you live abroad.

Unless you take up residency of another country you will remain a British citizen.

The test for whether you can claim in the UK is whether you are domiciled in the UK.
